Stray dog menace in colony — 30+ aggressive strays, children can't play outside

Our residential colony in Jaipur has 30+ aggressive stray dogs. Multiple bite incidents — 3 children bitten in the last month. Municipal Corporation does ABC (Animal Birth Control) program but releases dogs back. Colony gates can't keep them out. Parents afraid to let children play outside.
